When creating railings Revit will make various assumptions regarding which sections to incline or raise. These can be edited after the fact so that you get the solution you require.
In the example below I would like to make the upper horizontal railing at the same height as the upper sloped railing. See fig 1

First select the railing and choose the Edit Path tool and the view the changes to sketch mode. See Fig 2

Switch to a plan view and zoom in on the railing path. As shown in Fig 3

Select the line of the segment you wish to edit and the settings appear on the options bar. See Fig 4

The slope of the segment can be adjusted by choosing that option and choosing either of the two options. See Fig 5

The height is adjusted by choosing the Height Correction option. This also has two choices, the second of which allows you to enter an amount. See Fig 6
