Autodesk Inventor 2016 - Text leader behaviour (ESKD)

I was asked by a customer, why their Inventor leader dialogue box was showing less functionality when they clicked "Leader Text" on the ribbon, versus doing a right click on the drawing.

In the image below, you can see that the Annotate tab is actually displaying "Annotate (ESKD)" and that the leader dialogue has fewer options than the image further down.

The Clue to resolving this, is the (ESKD) label on the Annotate tab. ESKD is support for the Russian GOST standard. If we disable the ESKD support add-in as shown below.

Tools > Add-Ins and then unload the ESKD support add-in.

 The Annotate tab will now be back to normal and the Leader tool will work as expected and as shown below.
