Can I directly email a file to someone from Vault Explorer?

Answer
Yes, locate and select the file in the main pane, then from the File menu select Send. From the fly-out, select either to send the file or choose to email the Vault location via a hyperlink.

(Note that this function will email a .dwf file by preference, as long as a current dwf exists. The Outlook email will contain the file as an attachment, together with a transmittal report as a .pdf. The message also includes the Internet address to download Autodesk Design Review).
