AutoCAD Plant 3D 2015 – Tapping a Blind Flange

In AutoCAD Plant 3D 2015, blind flanges and caps display a continuation grip that allows you to route smaller pipe to create a tap connection. You can also specify a precise location on the face of the blind flange using the nearest snap.

You can use the perpendicular snap to tap in to a blind flange from an existing piece of pipe.
