AutoCAD 2013: Turn off layers inside blocks

A lot of people have problems with controlling AutoCAD layers, especially when they are nested in a block. The block object has it’s own layer as well as any layers of objects it contains, so the old question if you pick a block is ‘Which layer do you mean ? Is it the block layer you want or the object layer?’
